Camera Feed: Printer Offline

Describe the feature
It would be nice to have some sort of image or something that says when a feed has stopped, instead of always showing the last image received making.
Maybe something that happens 10 to 30 seconds after the feed stops to avoid flickering

All printers
For printer offline I can easily make the entity go unavailable and while that would allow a dashboard author to do whatever they liked that's something they could already do themselves by directly checking the printer's state and it would probably cause unpleasant dashboard changes for the less advanced HA admin as the image collapses. It should be possible to include pre-rendered images for display in scenarios like this and an SD card print (where we don't have access to the rendered image from the cloud service).
