Cant disable segwit on creating a new account

The disable toggle is off on a newly created account, this makes it impossible to test non-SW->segwit upgrading for 2of3 subaccounts without jumping through hoops with disabling it in GreenBits first.
Also, if segwit is disabled in GreenBits it can't then be enabled in CRX, it remains read-only.
