Add "beta" Docker image (and maybe "beta" packages)

PR #198 causes the CI process to NOT publish builds from main to Docker / package repos.
We need a way to publish these builds so that we can add them to the staging / development environments. Maybe use a different image name for Docker? Different distribution for Debian? Something else for RPM?
