ux: degrade nicely if Loki is unavailable

As part of our strategy to gracefully degrade depending on what capabilities are available, we should also consider the case when Loki isn't available.
Ideas:
- a nice intro page could have a simple explanation and video of the app to incentivise people to keep going
- include instructions on how to get Loki running and connected
- a way to reach out if they have questions
Do we want to do that? or just not have an Explore Logs item in the main menu?
Are you trying to drive people toward installing and using Loki?
