Add back to nav as per home page to Help and Advice, Our projects and News and blogs second level page (Also known as first level)
Resolved by #315 (theming) and govau/dta-website-rebuild#384 (configuration).
Using a block for this functionality has proven to be difficult as it keeps getting overwritten in config. Will switch to using a theme function instead.
