incorrect flag of mississippi

the chosen flag of mississippi (located in third_party\region-flags\png\US-MS.png and third_party\region-flags\svg\US-MS.svg) are outdated. the files display the old flag with the confederate battle standard canton, however the current flag in use by the state is the Magnolia flag. the html file for the flag is not outdated
I believe Noto Emoji does not actually build flags for individual states in the United States currently.

We don't support state flags in the font so I believe this is mostly harmless. Leaving the issue open because it would still be good to tidy up.
