Add definition for Tamahaq, Tamashek and Tawallamat languages

We have a sample text for Tifinagh, but Akatab only supports a subset of it. We can't push to prod until these subsets are defined.

Here is suggested text (screenshot and text file) that works for Akatab. Currently Akatab only supports taq, thv and ttq languages.

@simoncozens instead of defining 3 languages, shall we simply add this sample text in Akatab's metadata.pb?

Sounds reasonable for now, at least until we have more linguistic information.
