Bump JobSet to v0.3.1 after testing integration

JobSet minor version v0.3.0 was released with greatly improved scheduling throughput for large scale training jobs.

JobSet v0.3.1 is currently the latest release, a patch release with a bug fix. We need to update XPK to use the latest JobSet release after performing some testing that everything works as expected and there are no regressions.
