Set reservation to default capacity type and add Reservation-affinity flag to help users set their reservation type.

XPK should easily allow users with reservations to utilize their capacity. By default xpk will check if the user has reservations and if so, use any matching available ones.

The user can also provide a reservation id that specifically want to use.
