Bug: broken hyperlink to the policy factory

Hi,
I have a small suggestion for the documentation. While going through the vizier/docs/guides/user/supported_algorithms.ipynb Jupyter notebook, I noticed a broken hyperlink. The hyperlink for the policy factory should be pointing to this location, but it is currently directed to this location. If necessary, I would be happy to submit a pull request to fix this issue.
