Add MySQL-backed CI environment

Our current CI environment is backed by Cloud Spanner, but it would be valuable to also have a MySQL-backed environment to ensure that it remains healthy, can easily be upgraded and to observe performance issues that only develop over time.
This CI environment now exists.
