dashboard: Cc bug stakeholders in monthly reports

When sending monthly reports, we could Cc people related to the findings we include in those reports. Currently we only send the reports to mailing lists and sometimes also to maintainers.
Care should be taken not to spam people too much though. Maybe pick some random small subset of all related emails each time?
