Document formatting conventions

In Santa we have a few conventions that we try to stick to in the codebase. This needs to be documented.

• Hashes -- should be lowercase
• CDHash -- should be lowercase
• TEAMIDs -- should be all uppercase
• signing IDs -- should be case insensitive
