Move iptables out of stack

iptables is specific to IPv4/IPv6 and there is no need for it to live in stack
I am 100% in favor of this. iptables actually used to live in its own package, but was moved to deal with dependency cycles.
I'm sure it can be done, but it's probably a major headache to do without introducing more interface types in hot paths.
A friendly reminder that this issue had no activity for 120 days.
