We shouldn't be rebuilding python3 on every fuzzer-benchmark rebuild

It was added here: https://github.com/google/fuzzbench/blame/master/docker/benchmark-builder/Dockerfile#L27
This obviously wastes tons of time.
Instead we should try to upgrade the version used in OSS-Fuzz.
