Github action "oxide_fmax_fresh_build" is failing

Error is

E: Failed to fetch http://azure.archive.ubuntu.com/ubuntu/pool/main/n/nvidia-settings/libxnvctrl0_470.57.01-0ubuntu0.20.04.2_amd64.deb  404  Not Found [IP: 52.252.75.106 80]

This error has repeated multiple times so it doesn't seem to be a transient error.

In the last couple of days, the GHA VMs must have been updated so that the issue no longer occurs. We should still merge #482 to prevent transient issues like this in the future.
