creating a tarball release file

thank you for finally moving tf-slim to its own directory. A couple of months ago, I attempted to bring tf-slim to the Anaconda community under the Conda-forge channel but I needed to host the folder on my own github account. Since you just did that here, i don't have to host one anymore.

I can use the tarball on pypi but is it possible to create a release tarball on github so that I can link your version to conda-forge rather than mine. This would make it easy for the anaconda bot to automatically update the tf_slim package in Anaconda as soon as a new version is released.

Once again, thank you for making this happen. If you can ping the team that supports the object_detection folder to do the same, it would be awesome too.
