Variables that are final and static should be in all caps

PMD complains that the final static
ConfigurationParameterFactory.javaUimaTypeMap should be renamed. However, this
is public field, which means that it would be an incompatible change.
If uimaFIT switches to using per issue 79, this field would go away anyway.

Yeah, perhaps we should deprecate this field now, and then we can remove it 2
releases from now.
