Adding notes to previous frames

I think this is a feature request since I couldn't find any information about it in the help text.

One way to accomplish adding notes to previous frames would be to enter them (without modifying the time) for misc editing, or a flag could be added to chrono notes to allow selection of an arbitrary frame.
