Support for reduced precison ISO8601 formats (dropped seconds)

As per ISO8601 it has allowances for reduced precision by allowing you to:

• drop the seconds from the date-time

i.e the following format are still valid ISO8601:

2017-06-01T18:43Z
2017-06-01T18:43
