[lib/docker] Add support Docker Engine protocol

Summary

When we need to automate Docker Engine in a Windows environment, we must review whether WelsonJS can implement this. Since WSH (Windows Script Host) is a platform commonly used for automating build preconfiguration, we believe WelsonJS would be suitable for this task.
