[Uncategorized] Abstract Implementation for Network Tunneling

Summary
WelsonJS contains content related to network tunneling. For example, shadowsocks and cloudflared are mentioned in the source code. I am also considering adding ngrok.
An abstract implementation to integrate these is needed.
