More options for elevation build

With valhalla_build_elevation we have --from-tiles, --from-bbox and from-geojson to pull tiles from AWS. We should give those options (or at least the first 2) with this image as well for the build_elevation env var.
not sure what I was thinking 😅 we build the elevation that's covered by the routing graph, that's enough for 99.99% of the users.
