requirements.txt doesn't work

I wasn't able to do a successful pip install -r requirements.txt ...
One of the sketchy things seems the ambiguity about any dependency versions in there. It looks hand-written. This may or may not be the problem.
Work under this issue should just get the dependencies straightened out so this thing works.
