[DOC] Create a learning roadmap

Related to #25, it'd be good to create a data science/machine learning beginner roadmap.
And once we get enough projects, hopefully the roadmap makes use of our available projects to guide learners on a project-based roadmap.
And if there are good project suggestions to fit into this roadmap, we could create exercise suggestions for these new projects.
