Use latest cloud provider tags for AWS resources

We’re using KubernetesCluster=vxvc7 which is deprecated. We should be using kubernetes.io/cluster/vxvc7=owned
See similar issue in kube-aws.
Closing as #662 is done and we now tag all resources.
