after updating from 1.7.45 to 1.7.46 all pages are 403 or 404

As the title says...I upgraded from 1.7.45 to latest and all I'm getting is 404 for all pages...frontend is 403 and backend is 404...how can I downgrade back.....
for some reason during the update index.php was deleted....
