Feature Request (Android): 'Proxy Only' and 'Per-App VPN' mode

Proxy Only: Start the SOCKS5 and HTTP proxy listening, but do not start VPN service. (Like the shadowsocks-android 'Proxy Only' mode)
Per-App VPN: Only enable/bypass VPN for specific apps. (Like the shadowsocks-android 'Apps VPN mode')

I'll consider adding these features
