[docker] ogc-api-records config should use environment variables

We're not using the environment variables in the geonetwork/microservices/ogc-api-records/config.yml config file, which will lead to a broken service. Since we are applying envsubst to this file, it should be using the env vars

Found it in my notes from Monday, didn't have time to do it...
