Set up a dev environment

Description
We need to have an environment where we can set up a backend and host a webapp for the frontend. This needs to be accessible for all developers.
Suggested solution
- We could set this up at CG Stockholm. We have a VM running the required tools and we can administer access to devs.
- Alternative could perhaps be the NGP
- Perhaps SciLifeLab Datacentre could be of service? @pbiology will try to contact them.
This can be closed when
- We have a environment where we can host both back and frontend and it is easily accessible for all developers of the project

Didn't really get any great feedback from datacentre. It seems they are more focused on hosting existing solutions and less for dev work.
