Nginx isn't installed from nginx repo on Rocky 8

When running the role on a fresh Rocky 8 box I noticed that an old version of nginx (version 1.14) had been installed from appstream.
It appears that module_hotfixes = True may need to be added to the repo file for this to work as intended.
