Shouldn't the nginx service be running on host after playbook is executed?

Ansible: 2.5.4
Host: Ubuntu 16.04
After playbook execution is compete, shouldn't the host have nginx process running?
I have to manually start the service after below is complete. Is that correct behaviour?
