Make dataverse-k8s images use tini v.019 and verify with SHA

Since release v0.19, tini releases have SHA256 sums. See also krallin/tini#153
This makes it much easier to install, as the flaky GPG key retrieval can be cut off, making builds more stable local and in CI.
