Broken github build

Prerequisites

• [x ] I checked the README and User Guide and found no answer
• [x ] I searched issues and this has not yet been filed

Problem

Current Behavior

Github build action is failing to due forcing older (1.12) version of go not compatible with assert

Expected Behavior

No build failure emails for gcla
