[Feature] Update LastBlockedScaling for partial scaling

Feature (What you would like to be added):
When some components are partially scaled due to weightage for vertical and horizontal scaling, the LastBlockedScaling status must still be updated.

Motivation (Why is this needed?):
Makes the LastBlockedStatus complete.

Approach/Hint to the implement solution (optional):
Can be picked after merging #19.
