Generate OIDC based kubeconfig for shoot clusters that have an OIDC trust configured

What would you like to be added:
Add an OIDC based kubeconfig to the "Access" tile of the shoot cluster overview page when there is an OIDC trust configuration in the shoot specification. OIDC based kubeconfig could be displayed also to the project members granted with Viewer access.
Why is this needed:
Gardener shoot specification contains data that could be used to generate and show an OIDC based kubeconfig next to the currently displayed kubeconfig options for the shoot cluster.
