How to run the local test server

1. Install the Google App Engine SDK for Python.
2. Install Bower.
3. Install grunt.
4. From the root of the repository, run npm install; cd static; bower install; cd ..; grunt.
5. Start the local test server using the Google App Engine SDK for Python (dev_appserver.py .).
