Write infodump on how to define algebras

We got user feedback that, though the documentation on defining effects is good, the documentation on defining algebras themselves is lacking (and that “just ctx the alg” has become something of a meme 😆). We plan to write an everything-you-wanted-to-know-about-algebras document to remedy this.
