Widen base bounds to admit GHC 8.10.

Once this lands in ghcup, we should be good to go.
It’s landed.
We should bump on master, but we should also backport the bump for 1.0.x.
Chose to do this the other way around: release 1.0.2.1 with bumped version bounds, and then update master.
