[Windows] Program Menu Shortcut Error

After installation, shortcut in Program Menu produces error:
Exception raised when calling format_exception.
Exception: 'str' object has no attribute 'cause'
Original Exception: bitmap "staticon.ico" not defined
Likely a problem with the setup.py script. It seems like the program menu is trying to run outside of the installation directory and errors when trying to draw icon.
Fixed by editing .msi file to point Shortcut to TARGETDIR
