Make packagelists based on falter-versions instead of OpenWrt

Packagelists schould be based on the falter-version instead of the OpenWrt-Version. On the mailinglist there got someone a problem, because the packagelist contained packages for a future falter-release which weren't in the current stable. This should be avoided by having lists by version.
