/admin/users Incorrectly shows 2FA banner

When visiting the /admin/users page, a banner saying Two-factor authentication not enabled for your account is always present. Visiting /account/2fa confirms that 2FA is enabled for my account. The expected behavior is that the banner would only be present if 2FA was not enabled.
