Switch to javadoc.io for API docs

It looks like Javadoc is already publishing all of the published Chisel/FIRRTL API docs. E.g., https://javadoc.io/doc/edu.berkeley.cs/chisel3_2.12/latest/index.html.
Switch to this instead of the monolithic Makefile.
