wbarconf fails if there is no ~/.wbar prior to first-run

1. build and install wbar,wbarconf
2. run wbarconf
What version of the product are you using? On what operating system?
Gentoo, python 2.7.3
Please provide any additional information below.
I have ran into issue during gentoo stabilisation of package as a part of
routine QA cycle. Problem "disappeared" after creation of .wbar config.
