wbar seems to ignore ~/.wbar config file

On my system, running IceWm, wbar ignores the .wbar config file in my home
directory, even if I start wbar by specifying the config file on the command
line. And what is the purpose of the commented out line in the config file
which shows what command wbar is using ???
This is all on wbar 2.2.2.-1 on a Debian Sid system.
