If mode="application" in action="update" or "create", then all other actions require mode="application".

@sanmay321 - we don't have very much overlap on people working on the same issue. If you want to work on an issue go ahead and fix it, then submit the PR and tag the issue number, it will then show up here automatically. If the issue is going to take more than a few minutes of your time then you can just post a comment saying you are working on it.
I don't bother with assign issues to people because sometimes they don't finish and then no one else will work on it. But I appreciate you checking first, thanks!
