SUSI Linux Not booting without internet connection

Describe the bug
SUSI Linux is crashing on booting up without an internet connection.
To Reproduce
Steps to reproduce the behavior:
- Disconnect the internet from your raspberry pi
- Run using cli
python3 -m main -v - See error
Detailed behavior
The programme is crashing when booting without an internet connection.
It looks like the bug is caused when the programme is trying and dependencies trying to fetch libraries from the internet.
One looking like Snowboy is trying to fetch socket.io library.
And a location libarary that we might have had used for updating device info for the web app.
Expected Behaviour
To allow it boot offline.

And we caught the exception wrongly (the ConnectionError is forgot to import).
