Upload failed due to an invalid BotId in your manifest

When debugging locally, there was a failure when adding the app, namely upload failed due to an invalid BotId in your manifest.
I tried to delete content except OPENAI_API_KEY in .env.teamsfx.local and delete files under .fx/states, but none of them worked.
This is an up stream issue. Please follow this step for workaround : OfficeDev/teams-toolkit#7608 (comment)
