newly built Stocks that have no Holder serf should not show Inventory screen

instead, they should show a picture of the building and a "no holder" icon until occupied
check original game to see how it handled it
hah the original game is the same as Freeserf, but the original behavior seems wrong and explains the bug nicymike mentioned abuot being able to change the new stock's in/out settings before it is ready and them not taking effect.
