AI logic - once economy is advanced enough, never set any resource allocation to zero

the AI adjusts food, wood, coal, iron, specific-tool priorities to ensure it has tools and resources to make tools and such, but once there are stocks and many many buildings it no longer makes sense to drastically change these allocations.

Once the first Stock is built, adjusted the "zero" value to some low value that isn't quite zero
